Scottish Labour has rejected one of Sir Keir Starmer’s key policies and pledged to reintroduce a winter fuel payment if it forms the government at Holyrood.
The prime minister and Rachel Reeves, the chancellor, drew heavy criticism after ending the universal benefit, making it available only to those in receipt of pension credit or other benefits.
